CONSIP AGREEMENTS FOR CLOUD SERVICES FOR PUBLIC ADMINISTRATIONS
Parsec 3.26 has been awarded several important CONSIP Agreements — Framework Agreements (AQ) — as part of established Temporary Groupings of Companies, for the provision of IT services dedicated to Central and Local Public Administration Authorities.
These services are fully integrated into the strategy promoted by Parsec 3.26 for Public Administration, strengthening its central role in guiding public bodies, both at local and central level, through the digital transition process.
These project activities are closely aligned with PNRR initiatives, which may also be financed through the following CONSIP Framework Agreements:
Definition: CONSIP Framework Agreement for the acquisition of strategic goods and services, as provided for by AgID for the implementation of the Three-Year Plan for ICT in Public Administration. The services covered by this Framework Agreement are part of the digitalisation plan for services aimed at citizens, businesses and the entities involved in administrative procedures. Lot 1 refers to orders with a total tender base amount for the Specific Contract exceeding €5,000,000.
Objective: The executive contract provides Public Administrations with services for the development and evolution of their applications, aimed at the full digitalisation of administrative procedures from a cloud perspective. These include: evolution services for existing applications, maintenance services, specialist support services and software quality assurance services.

Definition: CONSIP Framework Agreement for the acquisition of “Cloud-oriented Application Services and PMO – 2nd edition” for Central Public Administrations within the National Health Service. The initiative falls within the acquisition of strategic goods and services provided for by AgID for the implementation of the Three-Year Plan for ICT in Public Administration.
Objective: The objective is to create the country’s “operating system”, namely a set of fundamental components on which simpler and more effective services can be defined and delivered for citizens, businesses and Public Administration itself. The services covered by the Framework Agreement include: implementation services, maintenance services, technical-specialist support and application portfolio management.
Definition: CONSIP Framework Agreement for the acquisition of Cloud-oriented Application Services and Demand and PMO Services for Local Public Administrations – third edition. This initiative is part of the Public Administration digitalisation programme, with the aim of providing cloud-oriented application services and Demand services to Local Public Administrations.
Objective: To facilitate the digital transition of Local Public Administrations through:
- Application development and evolution – Providing services for the creation and updating of applications in a cloud environment.
- Cloud migration – Supporting the migration of existing applications to cloud infrastructures, adopting models such as Re-architect and Re-platform.
These services aim to improve the efficiency, quality and security of Local Public Administration information systems, in line with national directives on PA digitalisation.
Definition: CONSIP Framework Agreement designed to support the digitalisation of Public Administration, both Central and Local. The DM2 project represents the second edition of the Framework Agreement aimed at providing Data Management application services to Public Administrations, improving data management through advanced solutions while ensuring efficiency, security and compliance with current regulations.
Objective: To provide Public Administrations with services for: Data management and enhancement, Integration and interoperability, Security and compliance. These services aim to improve the operational efficiency of Public Administrations, promoting a data-driven culture and supporting the digital transformation of the public sector.
